(Not saying that is best way to do it in days of github etc.) There are several sites I know of that use the CSS there and then build on that locally (which is sorta how CSS was intended). So we should probably put contents of https://jenkins.tei-c.org/job/Stylesheets/lastSuccessfulBuild/artifact/dist/ in the release.
