It uses a web-based visual editor they've created TEI Scribe (think lots of nested boxes rather than WYSIWYG) allows you to upload documents and DTDs (ick) to validate them against, and then seamlessly uses the eXist-db Instant Publishing Toolbox (that Wolfgang and Magdalena have worked on) as its publication system. I'm sure this will build more on the processing model aspects eventually.
