Peter -- I haven't played with or examined this particular content model, but in general content models that have what look like superfluous <group>ings have them to support DTD generation.
I just stumbled across the content model of climate (and there are more …) which looks like
( model.headLike*, ( ( model.pLike+ ) | ( model.labelLike+ ) ), ( model.noteLike | model.biblLike )*, climate* )
My question is: is there some magic to the surrounding rng:group or could that be deleted? (I don’t intend to do so but was just wondering …)
