Checking, it seems though we only have the last two issued, 15.2 and 16.2 which means the last time we did a tei-oxygen debian package release was 20 July 2014.
I suspect that given the plugin and the steady rate of Oxygen releases, Sebastian didn't see much point in it.
I don't think that is the reason. I think that he was doing so a bit after each major release, in order to trap the maintenance releases. i.e. he didn't do 16 and 16.1, but waited until 16.2.
