Jocham and a colleague did some digging and have been using <pc> as @raffazizzi <https://github.com/raffazizzi> suggests - arrived at it on their own. It's a great solution and it seems to me to be the right one. Suggest closing ticket. I'll send them a note confirming that this seems like an appropriate use of existing TEI elements and fits with their marking up each word as well.
