[tei-council] More minor edits to tei-pm.odd

I've made some more edits to the prose in my branch: https://github.com/TEIC/TEI-Simple/compare/MDH_edits We should decide whether this work should continue in this branch, or whether I should issue a pull request and we should continue working in master (or in a new dev). Cheers, Martin
