No, I have no recollection and I believe it was long before my Council activities (fits with your notion of „over a decade ago"). A quick `grep -R "Utilities-1“` does not produce any output so I’m all in favor of removing this directory. After all it’s under version control so won’t be forgotten. In general I’m much inclined to a clean repository without unused legacy code and data. It’s confusing for newbies and the old will know anyway how and where to find it if they needed it ever again.
