Should I note that you've named the attribute @except and used that in the proposal, but in the exemplum in the elementSpec used @exclude?
If the naming of such is still up for discussion then I feel exclude is more clear than except (and mirrors include nicely), however, on elements like <moduleRef> we use include/except so I suppose that is a better thing to be in parallel with.
