[Tei-council] dot-dot-dot release

Dear Council, We will start with the release process tomorrow morning (~9am CEST). Here are the release notes, I hope I didn't miss anything. The codename is "dot-dot-dot", but we are open for other suggestions. If you find a typo in the in the release notes, please push changes to the release branch.
