Dear Council,

The Release team is happy to report that with the exception of the Oxygen Plugin, the build and release of P5 4.2.0 and Stylesheets 7.51.0 has been done.

The release notes need some moderately extensive updating, and I will be making some suggested changes and a pull request later today / tomorrow.
