[tei-council] <listBibl> into <back> (and <front>)

Lou, Elisa, and I have already chimed into the conversation on ticket https://github.com/TEIC/TEI/issues/1169, and think it makes sense to add <listBibl> to model.frontPart. If anyone has any objections, please voice them soon.
