I wonder if SourceForge's "GitHub Releases integration" had been previously set up and we hadn't realized it. Can someone with admin rights on https://github.com/TEIC look at
GitHub repo -> Settings -> Webhooks & Services
to see if "https://sourceforge.net/p/tei/files/github_webhook" is listed?
