I may be over-reacting to this, but I am really not happy with this suggestion. The business of the Council is conducted in public, as a matter of principle. In my view, we should not be considering this draft until we can discuss it publicly. Of course if Thomas wants to make specific suggestions or modifications in line with the draft, we can discuss those like any others, but I don't think we should be accepting for formal review materials that are in some sense private property. He's still not happy with this being posted publicly, so we need a method of distributing it which is not public. The simplest thing would perhaps be to wait until the FtF and then just email it around. Does that work, or should be devise a password-protected location for it?
