In fact they are. This seems to be a Stylesheets thing. The PDF version
prints the namespace nodes, but the web version elides them. I'm pretty
sure I could print them properly, but I'd rather not be mucking around
right before a release in case there are unexpected side effects.

Maybe I'm missing earlier discussion but with the examples on the ref page why not declare the namespace prefixes on xenodata? (Yes, in reality you'd do it on root TEI.)

Once that's done, we need to decide whether we're proceeding with the release today. tomorrow, or at some later date.
