[tei-council] eXist-db password changed

Sid argued strongly that we should change the admin password for the eXist-db that serves Roma (the issue arose around the discussion of tickets [feature-requests:#527] and [bugs:#747]). Hence, I duly changed the password and documented it as described in [1] and briefly checked that Roma still works. If you encounter any side effects, please let me know!
