Regarding the meals at the F2F meeting in Graz, this is a list of the group meals that I paid for:
* 2019-09-13: Dinner at Herzl; MH, EM, EB, HC
* 2019-09-14: Lunch (delivery service); JC, MH, EM, HC, MT, RV, PS, EB, SS, SB, MS
* 2019-09-15: Lunch at Propeller; JC, MH, EM, HC, MT, RV, PS, EB, SS, SB, MS
* 2019-09-16: Lunch (delivery service); JC, MH, EM, HC, MT, RV, PS, EB, SS, SB, MS

The guidance on this is not as clear as it could be. My own interpretation of them is basically that I treat the conference as just another conference I might go to (and get a lot out of!), so conference expenses are on me. But my recollection is that a decision was taken a couple of years back that conference registration (not banquet) was fair game for reimbursement. As for accommodation days covered, I suppose it technically depends on what days you had TEI official business. IG members, for example, had a meeting on the Thursday, and therefore would have had to stay for that. My last meeting was Friday evening.
But really, I think this is up to you. TEI benefits greatly from having the Council at the Annual Meeting, and I don't think covering accommodation through the period of the meeting is a big deal. I can't imagine refusing to approve a reimbursement request for the period of the conference (barring you staying in 5-star accommodation).

Also an email on the board list seemed to be suggesting that the TEI was covering registration costs for the conference (or am I mis-reading that Hugh?) Does that apply to Council as well?
(Obviously where institutions are able to cover expenses that is better.)
