That’s it. I didn’t realize new element specs had to be included that way. I assumed they were picked up automatically. Thanks!

You need to xInclude it somewhere, presumably in the new section of TC-criticalapparatus.xml wherein you extol its virtues. Or in a standalone test ODD.
Take a look at e.g. line 660 of TC-CriticalApparatus.xml for enlightenment.
