[tei-council] issue 299, finally

I started working on issue 299 (https://github.com/TEIC/TEI/issues/299) when I realized that, despite a previous decision that it should be enacted, it should not be done for the upcoming release. Good thing, because there is a lot of discussion to be had on it, IMHO. Thus I've made another table for indicating opinions. I'd like to set a deadline of Mon 07-24 for commenting on the ticket, in the (slightly unrealistic) hopes that I can implement it before August.
