[Tei-council] Oxygen plugin is broken

Hi all, Please see this ticket: https://github.com/TEIC/oxygen-tei/issues/30 Council really needs to handle this; if there's no one on Council with the time or interest, then I suggest we get rid of the stable plugin completely. It's causing more trouble than it's worth at this point. We shouldn't be encouraging people to install something that doesn't work properly.
