I believe the freeze starts when you & Peter say it does. Further, I claim you have the power to freeze anytime that could reasonably be called “today”. I.e., as long as it is Fri 19 Feb in some timezone, you should feel free to enact the freeze.

That said, if you know someone is desparately working on trying to get some commit in under the wire … 😀
